Colonel Jeffery A. Vinger is currently Chief of Engineering Veterans Health Care System of the Ozarks, Fayetteville, Arkansas. He was previously Director of Residential Facilities University Housing, University of Arkansas, 11 October 2011 through 22 October 2021.

He officially retired 1 January 2012 following his final assignment as Chief, Readiness and Emergency Management Division, Office of The Civil Engineer, Headquarters Air Force where he led development of policy and advocated for resources to meet the day-to-day readiness needs of Air Force Civil Engineers worldwide. He was responsible for military preparedness and warfighting capability of 34,000 military engineers, firefighters, and explosive ordnance disposal technicians.  He led a $2 Billion Air Force Nuclear, Biological and Chemical and Weapons of Mass Destruction program.  Colonel Vinger steered development of engineer solutions to joint capability requirements through the Joint Engineer Operations Board and Joint Requirements Oversight Council.  He also developed guidance and directed resources for Civil Engineer manning, training, and education programs.

He graduated high school in 1981 in Mountain Grove, Missouri. He is a registered professional engineer. Colonel Vinger commanded the 332d Expeditionary Squadron at Ahmed Al Jaber Air Base, Kuwait, the 509th Civil Engineer Squadron at Whiteman Air Force Base, Missouri and the 732d Expeditionary Civil Engineer Squadron at Balad Air Base, Iraq.  As deputy commander of the 611th Air Support Group he also served as the 11th Air Force Civil Engineer at Elmendorf Air Force Base, Alaska. He further commanded the 673rd Air Base Wing (provisional) at Joint Base Elmendorf-Richardson, Alaska.  He served in a wide range of engineering positions at base, Numbered Air Force, Major Command and Air Staff levels.

Colonel Vinger is married to the former Rhonda L. Powell of St. Louis, Missouri; they have one adult child, Nicholas.
