She is responsible for the professional practice of 950 nursing staff at all 12 VAPORHCS facilities, as well as Critical Care, Emergency, and Acute Care, Emergency Medical Services, Critical Care Medicine, Nursing Professional Services, Nursing Research, Escort, IV and PICC Teams, Utilization Review, Imaging, & Lab. Funded by the Primary Care Program Office, she served a 15-month detail in Washington, DC as the Nursing Program Manager for the national development of the VHA PACT Model.

In 2006, 2010 and 2015, the American Nurses Credentialing Center (ANCC) awarded VAPORHCS its highest honor, the Magnet Recognition for Excellence in Nursing. Portland was the third VA to receive this four-year designation, an achievement attained by only 3% of all American hospitals. Prior to her current position, Ms. Chapman served in eight private sector community, urban, and academic medical centers. She has held a number of progressively complex management, administrative, and executive positions, having been in Chief Nurse Executive positions since 1988.

Ms. Chapman received a Bachelor of Science in Nursing degree in 1975 and a Master of Science in Nursing degree in 1977, both from the University of Illinois at Chicago. She is Board Certified from the American Nurses Credentialing Center as a Nurse Executive, Advanced, holds Board Certification as a Fellow of the American College of Healthcare Executives (ACHE), is a certified VHA Mentor Fellow and serves on national VHA and professional committees. She has held membership on Oregon and VHA ACHE Regent’s Advisory Boards, having received Service Awards and the VHA Regent’s Award for Senior Leadership.

Ms. Chapman’s appointments include Adjunct Faculty at Portland State University, Adjunct Faculty at Oregon Health & Sciences University, and she is an ANCC Magnet Appraiser.
