FEDERAL EMPLOYEE HEALTH BENEFITS (FEHB) OPEN SEASON

November 8, 2021 – December 13, 2021

This bulletin provides information regarding the 2021 Federal Benefits Open Season for the Federal Employees Health Benefits Program (FEHB), Federal Employees Dental and Vision Insurance Program (FEDVIP), and Federal Flexible Spending Account Program (FSAFEDS).

Open Season started on Monday, November 8, 2021, and will run through Monday, December 13, 2021.  During Open Season, eligible employees may enroll in or make changes to their FEHB and FEDVIP plan and enroll in a health care and/or dependent care FSAFEDS account for 2022.  If no action is taken during Open Season, FEHB and FEDVIP enrollments will automatically roll over into 2022.  Employees must re-enroll in FSAFEDS to participate in the program in 2022.

FEHB changes can be made in the employee’s Defense Finance and Accounting Service MyPay account: https://mypay.dfas.mil/mypay.aspx  or by providing the attached Health Benefits Election Standard Form (SF) 2809 to V02Worklifebenefits@va.gov

FEHB changes are effective January 2, 2022.

FEDVIP changes can only be made on www.benefeds.com and are effective January 1, 2022.

FSAFEDS enrollments can only be made on FSAFEDS and are effective January 1, 2022.

Preparing for Federal Employee Health Benefits (FEHB) Open Season

FEDERAL EMPLOYEE HEALTH BENEFITS (FEHB) OPEN SEASON

OPEN ENROLLMENT PERIOD BEGINS: MONDAY, NOVEMBER 8, 2021 AND ENDS ON MONDAY, DECEMBER 13, 2021

During this period, you can enroll, change plans, or plan options, change enrollment type, or cancel enrollment for the Federal Employees Health Benefits (FEHB) Program and the Federal Employees Dental and Vision Insurance Program (FEDVIP).  You also can re-enroll or newly enroll in the Federal Flexible Spending Account (FSAFEDS) Program.

Below is a factsheets to help you determine who in your family is eligible for benefits.  Once you have determined who you want to include on your benefits based on eligibility, you may compare the different plans on the OPM and BENEFEDS websites listed in the table below.

FEHB Enroll - Change Plans/Plan Options - Change Enrollment Type (Self, Self+1, Self+Family) - Cancel. Your current coverage will automatically continue. NOTE: You must change plans if your plan ended coverage in your area or your plan is terminating participation in the FEHB Program. Visit www.opm.gov/openseason to get more information about plans available in your area.
FEDVIP Enroll - Change Plans/Options - Change Enrollment Type (Self, Self+1, or Self+Family) - Cancel Coverage. Your current coverage will automatically continue. You do not need to take any action if you are satisfied with your current FEDVIP plan. Visit www.benefeds.com for more information about eligibility and enrollment.

What Are My Open Season Options? What If I Do Nothing? What Should I Know?
FSAFEDS Enroll/Re-enroll in Health Care FSA (HCFSA), Limited Expense Health Care FSA (LEX HCFSA), and Dependent Care FSA (DCFSA). Your election will not automatically continue. You must reenroll to continue your account(s) for the next benefit year. NOTE: A condition of being eligible to carry over up to $550 from this plan year’s HCFSA or LEX HCFSA is re-enrolling in either of these two plans in the subsequent year. DCFSAs are ineligible for carryover. Visit www.fsafeds.com for more information on eligibility and enrollment. Currently the minimum annual election amount for all FSAFEDS accounts is $100. The contribution maximum for the Health Care or Limited Expense Health Care FSAs is $2,750 per participant. The maximum for the Dependent Care FSA is $5,000 per family. Any available funds remaining from the end of 2021, not just $550, will also carry over to 2022, if the participant re-enrolls during Open Season. These funds will be available for reimbursement through December 31, 2022. The contribution maximums for Flexible Spending Accounts are determined by the Internal Revenue Service and are subject to change. If FSAFEDS adopts new maximums, notification will be provided on www.opm.gov/openseason.
