STEP 1 – Register your Veterans Health Identification Card (VHIC).
• Before approaching the gate, stop by the Visitor Center.
• Present your VHIC and driver’s license. If your driver’s license has “Federal Limits Apply” you must provide supplemental identification.
STEP 2 – Obtain a pass for your guest, if applicable.

Do I have to complete an application online to get a base pass?
No. We accept online applications or walk-ins.

CA driver's licenses and identification cards will have a golden bear and star in the upper right corner. If your driver’s license or identification card has "Federal Limits Apply" you must provide supplemental identification. See supplemental identification accepted below.
What supplemental identification is accepted?
• DBIDS Pass (current)
• Social Security Card
• Federal, State or Local government ID card (with photograph)
• Birth Certificate (original or certified copy)
• U.S. Passport
• U.S. Military or Draft Record
• U.S. Coast Guard Merchant Mariner Legacy card
• U.S. Coast Guard New Merchant Mariner Credential
• Form FS-545 or Form DS-1350, Certification of Birth Abroad
• Form I-94, DHS Employment Authorization Document (current)
• Form I-197, U.S. Citizen Identification Card
• Form I-551, Permeant Resident Card / Alien Registration Receipt Card (with photograph)

Is vehicle registration and insurance required to get a base pass?
No. However, CVC 4462 and 16028(a) requires a driver to present vehicle registration and evidence of insurance under his or her immediate control when requested by a peace officer or when involved in an accident.
