The Master Plan guides VA Greater Los Angeles Healthcare System’s decades-long effort to reshape its facilities and capital assets, covering a variety of construction, redevelopment, and leasing activities related to VA’s master planning process for one of VA’s largest and most complex integrated healthcare systems. As part of the Department of Veterans Affairs’ efforts to end Veteran homelessness, Secretary Denis McDonough released Master Plan (MP) on April 22, 2022, detailing the updated vision for a stable and supportive community for homeless and other at-risk Veterans and their families at the VA Greater Los Angeles Healthcare System.
Master Plan 2022 is the culmination of the latest processes to update the Draft Master Plan signed in 2016. The VA West Los Angeles (WLA) Campus master planning initiative was launched in 2015 with significant participation and collaboration on concepts from various stakeholders. The Draft Master Plan in January 2016, sealed VA’s commitment to the MP framework. This 2016 version of the MP established a framework to assist VA in determining and implementing the most effective use of the WLA Campus for Veterans. MP 2022 states the guidelines and principles for development and regeneration and introduces broad concepts and recommendations for improvement.
Implementation of Master Plan 2022 for VA Greater Los Angeles Healthcare System includes:
- Ensuring all VA programs, activities, resources, and initiatives prioritize the needs of Veterans, striving to serve them when, where, and how they want to be served.
- Enabling the West LA campus to provide a variety of high-quality supportive housing and a holistic set of resources tailored to the needs of vulnerable Veteran populations and their families.
- Interconnecting campus operations in real-time with available off-site resources including VA community-based facilities/services; state, county, city, and neighborhood systems; Veteran Service Organizations and non-profit organizations.
- Optimizing the West LA campus as a vibrant and welcoming Veterans community while honoring its legacy wherever possible through restoration of original structures and key outdoor spaces, and developing new facilities, services, and amenities that are compatible with the character of the campus.
Veterans and members of local communities provided valuable input in the process of developing both the Draft Master Plan and Master Plan 2022 through discussion at multiple public town hall meetings as well as written public comments. By virtue of the campus’ origins — the 2015 Partnership Agreement, ensuing Draft Master Plan and related legislation — VA is obligated to co-locate supportive housing on the West LA VA campus.
The department periodically reevaluates and updates the Master Plan to ensure it meets the standards of care for Veterans and reflects changing demand over time. VA will continue to engage the Veteran community in the Master Plan’s successes and opportunities for improvement.
The Master Plan calls for the development of at least 1,200 units of supportive housing for homeless and at-risk Veterans and their families on the North Campus, using VA’s Enhanced Use Leasing (EUL) authority. The need for this additional housing on the WLA Campus is urgent with an estimated more than 3,000 Veterans presently experiencing homelessness in LA County, due in part to a shortage of available and affordable housing across the entire region. The WLA on-campus Veteran housing will be carefully planned to help ensure a safe, dignified community environment that will function independently, but in coordination with other care and services for Veterans provided on both the North Campus and South Campus of the WLA Campus and in the surrounding community. The development of the residential community on the WLA Campus provides a tremendous opportunity to address Veteran’s homelessness on a large scale in the proximity of healthcare and other services.
Master Plan 2022 is the first update and builds on the Draft Master Plan as a framework to guide the VA Greater Los Angeles Healthcare System’s decades-long effort to reshape its facilities and capital assets, covering a variety of construction, redevelopment, and leasing activities related to VA’s master planning process for one of VA’s largest and most complex integrated healthcare systems. Master Plan 2022 moves from the draft and framework concepts to: (1) solidify accomplishments to date, (2) explain the committed path for a community plan, (3) provide the path forward identifying strategic options, and (4) actualizing the plan.
It is anticipated that as various elements of the Master Plan are implemented and the infrastructure needs of the WLA Campus and the Veteran population it serves change, the plan will be revised accordingly. The Master Plan 2022 is an update to the Draft Master Plan and includes both North and South Campus development. Through this update, VA will work in close collaboration with other VA offices, Veteran groups, community partners, and stakeholders to ensure the Master Plan 2022 continues to meet the needs of Veterans in a prioritized manner.
As VA diligently works to build a future community on the grounds of the West Los Angeles campus Veterans are being housed and connected with resources throughout the Greater Los Angeles region daily.
